(Update for 2008)

PREFACE:

When reading the following, please keep in mind that most Filipina, Pinay are honest, wonderful, hard-working, loving and loyal and diligent ladies. My own wife is Filipina. The examples of warnings, scams, games, fraud and deceit listed below are provided to you for your information only, to educate you and with the hopes that you will be careful with both your heart and your money! The need to investigate your own case further may or may not become obvious.

THE AGE OF THE CELLULAR PHONE:

The Philippines is a country in which just a few years ago you could not find a single landline phone in an entire community! (Most of these communities are referred to as a barangay or purok.)

The modern advent of the cellular phone and the internet has changed life in the Philippines quite drastically. Just as in the states, it seems that EVERYONE has a cellular phone to their ear or in one hand and bottled water in the other. In the Philippines, the cellular phone is often credited with being the instrument by which former president Estrada was brought down as it was a driving force in the so-called “People Power” revolution.

That being said, and despite the many great strides and improvements the cellular phone has brought to the Philippines, the westerner who is staying in contact with his lady friend (or person with whom a business deal is being done) must be aware of, is the fact that in Philippines each cellular phone has what is called a “SIM CARD”. The SIM CARD is the small computer card which contains the cellular phone number and memory for ANY phone into which it is placed. SIM CARDS are easily inserted into, and/or removed from most cellular phones, thus allowing the owner to effectively turn what amounts to a different telephone (number) on or off at will. In fact, some people who don’t even have cellular phones do carry SIM CARDS which they can check for messages and send or receive texts by simply placing their SIM CARD into the phone of a friend.““

When questioned why there was no answer and/or a recording saying the phone was “unattended, unavailable, or out of reach”, the common excuse is that the phone was either “charging, lost, or in the shop for repairs”. Some even claim it was “pawned”, which is also a handy way of asking for cash so that they can stay in contact. (Remember that these scenarios do actually happen, but are often used to scam unsuspecting foreigners.)

Remembering that most Filipina are honest and sincere, BEWARE that some unscrupulous people are using multiple SIM CARDS to enable them to “handle” more than one affair at a time!

HOW MUCH IS A BASIC CELL PHONE?

Since this is one of the most asked questions, it is probably important to advise you that a basic, no frills cellular phone can almost always be found for 3,000 php. (Philippine Pisos). One example is the brand called BIRD (R). There are also cheaper NOKIA Cell Phones, such as a NOKIA (R) Model 3310 available for a cost of  under 3,000 php.  If the lady you have not met yet is bugging you for a CellPhone, one of the best "dodges" is to just tell her you intend to purchase yourself a cell phone when you arrive, so that you can stay in touch with the office, friends and family in states,  and that when you return, you will hand it to her at the airport so you can stay in touch with her.  Remember that the phone you pay for if you have never met her, will probably be used for OTHER guys to call her also! We are also aware of cases wherein the lady on the internet actually outfitted her entire family with cell phones paid for by foreign guys. (Note: In the Philippines, when you purchase a cell phone, that also includes the SIM card which provides the phone number and  allows INSTANT use of the phone.) All that's left is for her (or you) to purchase a 300 piso load for the phone.  (Travel Tip: When traveling in the Philippines, I strongly advise that you keep at least 300 pisos load (credit) in your phone, and always carry at least one extra phone card in your wallet! It never fails that your phone will run out of credit (load) when you are someplace that does not sell load cards.)

THE SCAM: WHAT’S IN A NAME?

First, remember that most Filipina, Pinay are wonderful, hardworking, loving, caring and loyal ladies. However, this next scam was discovered recently while we were checking out a lady in Mindinao.

Have you ever seen two girls in two different cities with two different names who just seem to look somewhat alike? Well, believe it or not it may be the same lady!

Which begs the question, “how can one lady be in two or more different cities at the same time?” She can’t!

Now, in order to understand this dilemma (and scam) you must first know and understand that in the Philippines no matter where the phone was purchased and registered in the Philippines, that it is good and it will ring and she can answer in any city, province or island, and you will never know the difference! It is so easy for a lady in the Philippines to say she is in one location and yet be on a completely different island! So the lady you think is in Cebu, Mindinao or Leyte, may actually have an apartment in Manila!

BACK TO BASICS:

If you have a lady who claims she is 100% loyal to you, and says that she has closed up her account in the Pen-Pal Club you met in, then for God Sake use the most basic tool available to you. After you have learned her name (first and last) and the city she is currently in, as well as the city and province she is originally from, then GOOGLE her! She may change her last name, but try various combinations, using the information she has told you. Most often, you can find her by simply searching her first name ands her city or cities. You may be shocked to find that she has accounts in MANY different internet clubs!  Ladies who know how to scam often have numerous web-based email accounts, so don't be afraid to GOOGLE her email addresses also!. Try this same technique using many different search engines.  If she is serious to you, then it would be reasonable to ask her to delete any and all Pen Pal and/or Matrimonial Club or Service Profiles.  (HINT: should you find she has other profiles on the internet, instead of confronting her immediately, you might wish to ask her if she has any other profiles or if she has closed all profiles she has.  This will also serve as a good indicator as to whether she is frank and honest to you.)

THE SCAM: THE CLONE

It seems that I Philippines the name does not have to be “exactly” as it is on her identification, as long as the confirm number is correct and exact. For example only: Lets say you have a lady named “Janna” who says the lives in Cebu, (her profile says she is 24 yrs old, 5‘1” tall); Then there is “Janice” in Zamboanga (who‘s profile says she is 5‘7” tall); and Janeese in Manila, (who‘s profile says she is 5‘4” tall) (Or even Just “Jan“). And let’s suppose the family (last) names are also somewhat similar, such as Roblas, Robler or Nobles. (Or anything similar)

There are usually other slight differences in the profiles as well, such as different heights, weights, Occupation and education. For purposes of this scam, these variables are not important, we must focus on the NAMES, especially if there are any similarities. Also, be sure to examine the photos closely because sometimes she will use her own photos with different dress and hairstyles.

Now even though it is all ONE lady using THREE different names that are similar, no matter which of the money transfer services you may use, when she does to pick up the cash, she simply tells them the correct confirmation number and explains away the difference in the name by explaining that you or the money transfer agent in states are American and must have just misspelled the name. The agent simply accepts the identification of the person, or the codeword if you use one, and pays out the cash. After all, how else would she know the confirm number and/or code word?

HELPFUL TIP:

If you have met your lady in any of the internet clubs, you may like to take the first few letters of her name and use the advanced search engine feature of your pen-pal or matrimonial club. Check and compare both the profile information and the photos. In some cases they will use the same date of birth with just a different YEAR listed in the profile.

A SIMILAR BUT DIFFERENT VARIATION OF THIS SCAM:

There is also another variation to this scheme:

In the Philippines it is very common for all the siblings to have similar names, or names containing partly identical names. (In the case of girls the first name may be the same as the mother or grandmother, followed by a different identifier or middle name.) I know of one family that has 6 daughters and all of the first names start with the word “Rose”. Rose Ann, Rose Lyn, Rose Marie, Rose Abela, Rose Lee, etc.. But when alone or separate, they all simply answer to “Rose”. So, as you can see, they ALL have the same First and Family names In most cases any one of the sisters could pick up the funds as long as they have the proper Control of Confirm Number and/or codeword.

THE SCAM: FALSE CLAIM OF POVERTY & FAKE ADDRESS:

While checking out a lady for another client, we saved him THOUSANDS of DOLLARS with this one.

We sent someone to meet the lady in Misamis Oriental, with a surprise drop in at the residence address she gave the client. There were a couple of interesting twists to this one… she told the American she was a good catholic girl and comes from a very poor and broken family. She needed money for an emergency. He was smart enough to have us send someone to meet and check on her prior to sending her over a thousand dollars!

Anyway, our person went to the exact address she gave the gentleman, only to find that she lived in a very wealthy gated subdivision community. Not only that, the residents of the house turned out to be Muslim!

Our contacts always take photographs to verify where they had gone and who they had met, (if in fact the lady lives there at all.) Also getting the names of the neighbors or other persons who provide information.

Well, the lady did not live there and the neighbors had never heard of her either. Photos of the house with our contact standing in front of it, as well as the large sign in front of the wealthy gated community were taken, scanned and forwarded to the gentleman.

We had advised the gentleman to also ask for a back-up address of any family member prior to the process of having someone actually go there. Surprise, the second address obtained by the gentleman also turned out to be bogus!

THE SCAM: WHAT’S BEHIND CURTAIN NUMBER ONE?:

In many cases, the computer is the revenue builder for the family. Have you ever wondered how a lady who claims to be POOR can always be online every time you turn on your internet?

We have also had cases wherein unbeknownst to the gentleman, the lady has a computer right in her house. However, she always claims to live a long distance from an internet café, or a neighbor who has a computer with internet access. In each case, she asks a nominal amount so she can pay for her travel to the café or neighbors as well as pay for using the internet.

We have encountered such cases where, when our person showed up unexpectedly, low and behold there is a computer right in her house! Hanging behind the lady is always a curtain which would block the view of the alleged “neighbor” or “café”. This begs the question, “Who paid for the computer and internet hook-up”.

THE SCAM: “PLEASE SEND MONEY FOR MY DIVORCE”:

This one is very simple! There is no such thing as divorce in the Philippines! Period! End of story!  There is only annulment In the Philippines! Get it? Run!!

 THE SCAM: SHE’S REALLY UNDER AGE!


Recently we have become aware of a new scam that is being played against American men.

In one of the largest pen-pal sites on the internet some ladies are erroneously saying they are 18 years to 21 years of age, romantic, passionate, sexy, etc., in their profiles. The western men carry on internet chats and eventually go over there love struck.

They meet the family, and even take their new lady friends back to the hotel with them, with family's blessing.

SURPRISE!! After about 30 minutes to an hour, the police show up in the hotel with the parents and inform the poor unsuspecting guy that the lady is under age. (This despite the fact she has broadcast it to the world on the internet, with her photo, that she is legal age.)

Now the cops and the family ask the poor guy how much he will pay the family to take care of the problem and so that they will not file a case against him.

BE VERY CAREFUL WHEN MEETING FILIPINA LADIES!! We all know that American men have a hard time distinguishing the ages of Asian ladies, and generally speaking, they all appear to be younger to us.

All we can suggest is to ask to see the ladies Identification prior to any heavy involvement or even prior to inviting them to your room. Remember that in the Philippines, just having her in your room can result in a legal problem, even no matter how innocent the situation.
 

THE SCAM: THE DRIVER - WHO IS HE REALLY?


The truth of the matter is that most Western men who travel to the Philippines are not familiar with the language, customs or culture of the Philippines and/or its many provinces.

We are aware of some cases in which a Filipina is being visited by her “fiancé” from the states and he is told that either (1) they must be chaperoned by a male cousin; or even that (2) she has a “cousin or brother or neighbor” who can drive for them while he is there.

In some cases the guy who is accompanying them is actually the lady’s “live in” husband or boyfriend. (What we would call “common-law“).

Poverty compels people to do some strange and or desperate things. In many cases the lady will NOT get married to her Filipino boyfriend, just so she has the option of marrying a foreigner at a later date. Of course after an ample period of time with her foreign husband ( 2 years or more), she can file for divorce and return to the Philippines and petition the original common-law or live-in.

This is why we strongly suggest having her checked out prior to your meeting. If you cannot have that done, then it is a smart idea to have someone accompany you who is familiar with the language, customs or culture. It can be VERY costly in both time, money and even your own future happiness if you are taken advantage of! Remember, divorce in most states cost a LOT more than a couple of airline tickets or investigation fees! It is surprising how many men, who are love struck by someone they have never even met personally, will jeopardize everything they have worked hard for, saved, and own (such as their houses, businesses, etc.) by marrying someone without taking any precautions whatsoever!! Duhhhhh!! (Hint: Compare this to the smart person who takes a car they plan to purchase to their own mechanic doe a couple hundred dollars before spending THOUSANDS to avoid finding out that it was a lemon!) Unfortunately, in the many years in which this web sight has been in existence, so many men have asked about our service/s and then wrote back that they felt they could do it alone. Many flew over and found out that the lady was not who or what she was supposed to be; and others have gone over and then petitioned the lady, only to learn (a) she has a boyfriend in Pinas that she continued to keep in touch with, or (b) the lady files for divorce, asking for 50% of the property, assets, bank accounts, alimony and even child support. Eventually returning to Philippines and petitioning a Filipino guy to come over with her.) Every month we receive letters from someone who has made such a mistake and now needs help when it’s either to late or very difficult to correct!

Also, consider the fact that if you have no knowledge whatsoever of the customs, culture and language in a foreign country, that the lady and her friends, family or business partner, or even that “driver” or “chaperone” may be talking about you right in front of your face and you won’t have any idea what is being said or planned around you!
 

THE SCAM: KICKBACK SCAM


Basically, the kickback scam is where the foreigner takes his Filipina or some member of her family to purchase something, let’s say a washing machine, dryer, engagement ring, or even a fishing net (these are just examples), and the foreigner is told to allow a relative or the “driver” to do all the dealing so that he can “haggle” a “best price” and prevent the foreigner from being taken advantage of.

In this scam, most commonly, the person doing the “dealing” will first speak to the salesperson and explain that he will guarantee a sale of the particular item, for a small “kickback” or “commission” on the sale. At the same time they are discussing this, the unsuspecting foreigner is led to believe the individual is actually making a deal in his favor. (WRONG!)

This is a hard scam to catch, however, one needs to watch for contact between the salesperson or manager and the “negotiator” for any contact, or in the alternative, for the “negotiator” or other person to announce that they have to return to the store for something they forgot, or to ask a delivery question, etc., at which time they receive their payment for steering the sale of the item.
 

THE SCAM: SEND CASH FOR VISA (or airline ticket):


One of the most expensive and most common scams recently has been where the man is unaware of the fact that immigration laws require that before a petition and/or subsequent visa can be approved, that he must be able to prove he has actually met his fiancé. (This is usually accomplished by providing photographs of himself and his fiancée together, photographs with her family members, hotel and travel receipts, copy of his passport proving he was in the Philippines at the time they claim to have met, etc..).

Recently many ladies have asked men (usually met on the internet) for large amounts of money so that they can obtain their passports, visa and airline tickets. With one way airline tickets costing around a thousand dollars at the time of this writing, few men can afford to throw away such an amount on an impossibility.

Often times the lady will claim she can file for a tourist visa, saving the foreigner from having to travel to the Philippines. In some cases she will claim that they can marry once she is in the USA as a tourist. BE CAREFUL TO AVOID SENDING SUCH LARGE AMOUNTS TO ANYONE YOU HAVE NEVER MET!!

In some cases the lady will have a friend who may or may not work in a travel agency in the Philippines, who will say they can prepare the necessary papers. This step usually helps to convince the guy in the states to send the cash.

Remember… if you send cash to someone in another country, you may lack jurisdiction to file any kind of legal action later!

You should also know that with very few exceptions, it is almost impossible for a Filipina, Pinay to obtain a tourist visa to the United States. They must show evidence of property ownership, large and long term bank accounts, have letters of introduction from a member of the Philippine National Police (PNP) and more! Besides, even if a person on a tourist visa were to marry an American and apply for citizenship, she would almost always still be required to return to the Philippines and wait for petition approval, then go through the same process as everyone else.

The requirement of having actually met the fiancée in the Philippines was initiated to protect both the American and the Filipino citizen! Hence, since one must have met their fiancée in person, there is no longer any such thing as a so-called “mail order bride”.

In closing this section, also consider the fact that she may have another pen-pal fiancée who may have already filed a petition who can’t afford to purchase an airline ticket. Why would YOU want to possibly send money for a ticket so that she could go to someone else, or even to another country to marry or work?

It is much cheaper to have someone checked out in advance, and to go through the regular petition process, than it is to send thousand/s of dollars and suffer not only the lost cash, but also the heartache and depression of having been taken advantage of by someone you have never met!
 

THE SCAM: MEDICAL, EDUCATIONAL & HOME RELATED EMERGENCIES:


Once again, this is a very often used excuse for asking for “help” from an unsuspecting foreigner. Although the request may sometimes be legitimate, they are only to often a ruse to have him send big bucks!

Therefore, if it is a legitimate emergency, and you feel compelled to help out, it is wise for you to ask for the name of the Hospital and/or School, etc.. Be sure to ask her to send the address and telephone number of the institution. Before making contact with them to verify the need, it is advisable to do a YAHOO or GOOGLE, etc. internet search on the institution. Be sure to also check that the phone numbers given to you are the same phone numbers on the web site! Once the emergency is verified by you personally, you can make the payment DIRECTLY to the institution!

THE SCAM: BAKLA BABES:

Beware of Female Impersonators in the Philippines who are scamming western men for money. Some will even chat on cam and pass themselves off as a real woman. More often is the case wherein the female impersonator (transsexuals, known as “Bakla” in the Philippines), will use a real woman’s photo, either a friend or more often the photo of some movie or television star unknown to western men in the profiles they prepare.

Most of the purveyors of this scam are very careful in the way they prepare the profiles, but once in a while you will actually see a profile that says height 5’9” or more. Hello! Although there may be a few taller Filipina, they are far and few, so be very careful to check this out.

BEWARE OF T-BIRDS & SHABU!

Although much like the previous scam, these can actually prove to be more dangerous and expensive to the unsuspecting foreigner. In one of the first scams we have encountered for 2008, the lady turned out to be a lesbian. Lesbians are commonly referred to as "T-Birds" in the Philippines.  What makes this scam more difficult to distinguish is the fact that in most cases they appear to be perfectly normal heterosexual females! In the Philippines, "live-ins" (common-law spouses) can be either male or female.  I would also like to add that even though most Filipina, Pinay ladies are in fact honorable and trusting, there are a few who would love to get pregnant by an American or foreign man, and who imagine hearing the sounds of the old proverbial cash register at the thought of such a pregnancy. So be very careful Where you plant your seeds!

Added to the above was the fact that both the lady and her live-in lover were heavy shabu users who had debts to almost everyone they knew! They were even evicted from their small apartment for having an "utang" (debt) of over 20,000 php to the landlord! (Shabu is the strongest form of methamphetamine and is a major problem throughout the Philippines, just as it is here in USA.)

THE SCAM: THE SWITCH

We have also had reports (which we have also verified) wherein the man writes to a young lady he sees in one of the many pen-pal or matrimonial clubs and receives a response advising him that she thinks (1) she is to young to marry, or (2) he is to old for her or (3) she is already engaged. She then cordially states that she has a sister, cousin or aunt who is available. Remember that in this case, you usually never get to see the younger lady who was in the photo. You will just get an email offering to introduce you to the older (or not so beautiful) lady.

THE SCAM: THE CLUB SWITCH

Similar to the scam above, but this one takes place in many of the bars and clubs frequented by many foreigners in the Philippines. (And I admit it was even “tried” on me!) Although this one does not involve the internet, because of the “switch” similarities, I thought you should be aware of this one for when you are in the Philippines.

There are many clubs and bars throughout the Philippines with more beautiful ladies than most American men have ever seen in one place. It doesn’t take long after you sit down and order your drink or beer before one or more ladies will sit next to you and ask if they can drink with you. Eventually you choose your beautiful drinking partner and the night is on. She will make statements which allow you to feel sure you’re going to be spending the night with her at your hotel. NOW THE CLINCHER: Either jus before you announce you’re ready to leave, or when they think you are drunk enough, another lady, not so beautiful, will sit down with the two of you. Maybe she will start to touch your leg and start laughing too. Now lady number one, the beautiful lady you have been drinking with announces she has to go to the CR (toilet-CR means comfort room). Lady number two goes to check on her and quickly returns and says that Lady number one has either (1) just started her period; or (2) that she is in the toilet vomiting and has gone back to her room or place. But lady number two (the closer) tells you that she will take care of your needs for the night. The hopes are that you are so drunk even she looks good enough to “serve you” for the night. Also be careful not to leave your cash or wallet where it can be reached while you’re sleeping. (Like under your side of the mattress).

IMPORTANT CLUB WARNING:

When you are at a Disco or Karaoke Bar or Club, there are many great looking ladies who work there. These are referred to as GRO's (Guest Relations Officers). The will sit around you (watch your wallet) and ask you to buy them a "ladies drink". First, you need to know that even though your beer or drink may cost 30 pisos, the ladies drink may be 75 or more pisos for a mini drink! And in most cases, they are not drinking alcohol, just sprite with some juice i it. (But hey, this is how they get paid!)

Outside the common sense warnings of avoiding robbery or claims of rape, the main warning in the clubs is that those ladies drinks and the food add up! I have actually seen where one poor slob was ready to pay but did not have enough money to pay his tab at the end of the day. (Tab is called a "chit"). Anyway, the bar allowed his friend to go get more money, but while he was sitting there waiting for his friend, THEY KEPT BRINGING MORE DRINKS AND LADIES DRINKS! By the time the friend returned, the tab was a couple thousand pisos more! The friend was naturally frustrated, pissed off and had to go back out again. Had myself and the rest of our party not been there, this guy could have been in REAL serious trouble when the friend left!

THE SCAM    BEWARE - A WELL PLANNED DIVORCE!

To many American men this is the scariest of all the scams.  The fact that both the Affidavit of Support and the accompanying documents must be turned in prior to, or at the time of the interview provides the fiancé or spouse with a chance to make copies of information and financial records and history that would make a divorce attorney scream with delight (or in extreme agony) depending upon which side he is on.  We have actually been called upon to be there at the day of submission of these documents so that they were filed on time, but so that the fiancée lacked time and access to copy all the documents!  With the affidavit of support, you are not only required to provide income information, social security, tax records, property and bank records, but you must also sign under penalty of perjury!  Therefore you cannot deny any of the information at a later date in another legal matter.  What a perfect set of exhibits for a future divorce attorney, who will simply request that the court take "judicial notice" that the documents were in fact filed with the federal government, signed under penalty of perjury and submitted to a federal agency, and therefore presumed to be truthful.

Thank God we have not personally had to experience this one! But we have heard of it from an American we met in the Philippines.  His story didn't stop there. He said that his phone bill and the Philippine Calling cards he found around the house proved she was in touch with her live-in.  They had it planned perfectly and he paid dearly for it.  She filed for divorce only months after she had arrived, and by claiming domestic violence and mental cruelty she was allowed to stay in USA. (Yes, that's one of the rare exceptions to the two year marriage law!)  And he said she had a perfect set of all the documents he had sent her attached to the Affidavit of Support.  I told him I had on numerous occasions taken documents and met the ladies just prior to the submission of the documents.  Although keeping the documents, which included original deeds and tax records, business records, from being copied by any individual, it was a chance to go over all the documents, questions, etc. that she would have to explain and/or verify in the upcoming interviews. So they have no idea that the husband really did not want her to copy all his financial records, divorce decrees, etc..  All our new friend could do was shake his head and say he wished he'd done the same.

You should also be aware that directly across the street from the St. Luke's medical Facility as well as across the street from the US Embassy are many travel agencies and little shops where anyone can have documents copied and passport photos made.

THE SCAM:    HOMEBOY (LIVE-IN)

A few years ago there was one guy who wrote us for several months, then decided he could handle everything by himself,  without checking her out, and save a hundred bucks.  Well, that was his big mistake!

About a year later he wrote us again and advised he thought he might have a problem. He allowed her to make calls to Philippines, supposedly to speak to her brother. However, every time she spoke to him it was in her Bisayan dialect. He was not suspicious until he found numerous USA to Philippine calling cards.  Knowing that calls made with calling cards would not appear on is phone bill, he re-contacted us, apologized for not following through with checking her out in past, and asked what we could suggest.  Well, at that time we asked him if he had any basic knowledge of electronics, to which he said his son did.  Next he went to his local electronics store and purchased an auto phone recording device and placed it on his own phone in the basement. The results were astounding and quite shocking.   It seemed like whenever he would go to work she would call her "brother". After translating two ninety minute tapes he discovered that this was really her live-in husband.  The live-in was upset and yelling that he was the subject of so much gossip (tsismis) and that people were joking him that after sexing an American for 2 years she would never want him back. She continuously told him to be patient and trust her, because after two years she would divorce the American and then go back, marry him and bring him here to USA.

With knowledge that she was in fact making frequent calls using the calling cards when he was not home, and the tape translations, he kept quiet and took her back to Philippines for the Holidays.  Now when the "brother" was around, he saw things in a different light, including the touchy-feely games and more. He had seen enough! He returned to USA unannounced and she could not locate her passport or ticket after he left. She was now stuck in the Philippines with her "brother".  She never returned to USA.

This case is told here not to promote his actions (or inactions), but rather to point out the deceptiveness she had used. He also stated that when he went back the first time, he was sure they were talking about him right in his presence, but the only word he would hear once in a while that he would recognize was "Americano" or his first name. Be sure not to violate any laws if your own state does not allow you to tape record calls made on your own phone.

THE SCAM:    DON'T BE SCAMMED INTO PAYING FOR HER TO GO SOMEPLACE ELSE!

In the Philippines, many Filipina, Pinay wish to work abroad, in such exotic and far away places as Saudi, Kuwait, Hong King, Singapore and others.  However in most cases they cannot afford to pay for the agency fees, travel documents, air fare, etc.. We have been made aware of a few cases wherein the lady had asked the gentleman for large sums of cash for one reason or another in hopes of raising enough cash to enable them to work abroad. 

In some cases the Filipina, Pinay wishes to come to USA to stay with family, friends or even another man she has met online, but lacks the funds necessary to come here, 

THE SCAM:    THE REBUILD:

Okay, so... after months and months of texting, emailing, offline messaging, etc.,  you have finally decided to fly to the Philippines. But now she tells you that she comes from a poor family and they need to fix or rebuild their simple little house for your arrival. That she and her family are "ashamed" (meaning embarrassed) to have you visit their small little house. This is often meant as an unasked request for financial assistance so they can repair or build their house.  Now as an American, we can always stay in hotels with air conditioning, restaurants, etc., and that's okay since that allows you to have time with her in private. However, you should also plan to spend at least a couple nights at the family home. Even if it is a small bamboo house (called "bahay kubo"). The one main concern you need to have is to ask whether or not they have a "toilet" or "bathroom" (also called "comfort room" or "CR"). If she says they do not, it would be proper for you to tell her to find out the cost of preparing an indoor "CR" prior to your arrival.  Not only will YOU want the comfort of a toilet whenever you are there, but it will also help raise the quality of life for her entire family. KUDOS! You have also made big points before you even left!

BEWARE OF PROPERTY PURCHASES AND INVESTMENTS:

One of the most important warnings we can give is to BEWARE OF PROPERTY PURCHASES &  INVESTMENTS!  In fact, there really is NOT enough room on this one page to go into great enough detail here. But prior to your trip, you have to understand that the Philippines has LEGAL RESTRICTIONS on just what a foreigner (that's YOU) can purchase and/or own. Buying property in the Philippines is very tricky and specific so it is best that you do NOT get tricked or nagged into any property and/or investment deals when you are there.

There are basically two types of property or real estate transactions that face Americans when they are in the Philippines.  The first and most common is where the Lady and/or her family convince the American that there is a great deal on a house or property in the area.

What the American male has to look out for is that the family will usually see to it that the property is placed in the name of one of the family members or in the potential brides name.  Therein is where the possibility for "scam" or "disaster" exists!  Most "simple scams" take place on the internet, before the lady even meets the American.  Although these "simple scams" are very annoying and upsetting, as a general rule they are not as expensive as the property scams.   There are some scammers who never ask for a single centavo during the internet "dating" or "courting" process, but once her unsuspecting internet fiancée arrives and he has tasted the sweet nectar of her love, he is faced with a real estate deal that is "to good to be true". In most cases he is told that the property will be for him and her to return to the Philippines and live happily ever after.   He is also usually told that they don't have to worry about the house or property because her family will live-in and/or take care of it until they return.  Well, in most cases that part is TRUE. The family will stay in the house.  But after getting him all excited over such a great deal (Where else can you purchase a house for less than $10,000.00?) he is advised that the property must be in HER name because she is the Filipina and the property must be registered in the name of a citizen of the Philippines. But, he is told, it's not a problem because they will be husband and wife.  Yeah Right! Think again!

The second most common property scam is the sale of provincial property on which there may be rice, peanuts, coconuts, star apples, mangos, papaya, etc.. He is told that they can build a house on it (if one doesn't already exist on it), and actually have an income from the rice and/or other crops on it.  Once again HOW the property is to be registered is a major issue and/or problem!

For the sake of brevity, we will not go into the legal issues at this time.  You can always contact us later if you are considering a real estate deal in the Philippines and would like our opinion or assistance.

Both of above will involve THOUSANDS of dollars, so one must be very careful!  Without great detail, you have now been forewarned.  With that in mind, here are a few tips to help you "confirm" and/or "skate around" the purchase of such a property.

1.  When they take you to the property, JUST SAY NO! (Immediately) You can always change your mind at a later date!

2.  If you like the property, ask to see an ORIGINAL and FREE and CLEAR deed of trust on BOTH the HOUSE and the PROPERTY! (That's right, in the Philippines a HOUSE may have a different owner than the PROPERTY!)

3.    Tell them you wish to go to the PROVINCIAL ASSESSORS' OFFICE and check (a) Ownership and (b) Taxes. (Make sure the taxes are (1) Paid to date, and (2) WHO has paid the taxes which is very important.)

4.    Be sure to find out WHO "has" and "is" living on the property. Not only is it critical to who has the right to sell the property, but in the Philippines they still have SQUATERS' RIGHTS! There is also the laws set forth in the Agrarian Reform Act. to worry about.

5.    NEVER, NEVER, NEVER purchase a property where the seller has no deed but assures you that they can sell it with an AFFIDAVIT or JOINT AFFIDAVIT!

6.    And this will be the final tip on this page... To get around being forced into a property (or business) purchase, tactfully and mildly act interested by shooting a couple rolls of film and a video tape on the place. Tell them you wish to review and think about it when you get home in the states, that you will have your answer if and when you return.  This should relieve a lot of the pressures, while at the same time encouraging her to be the most loving and caring lady you have ever seen. Both she and/or her family know that how they treat you may be the deciding point on your purchasing that property!

    Should you REALLY wish a certain property or business to be looked into, feel free to contact us upon your return.

    Oh yes, and one more tip... DO NOT  get sucked into the "club shell game".  There are certain cities where the nightlife is highlighted. It is very common for "owners" and/or "managers" to tell foreigners that they are seeking "partners" and/or wanting to sell outright. To many westerners are taken in by the idea of owning or having an interest in a club where 20 or more beautiful Asian ladies work daily (or nightly).

    Remember that ALL property and business offers can and should be checked out. We are here to consult if needed.

HOW TO BUY IN THE MARKETS:

When in the Philippines, you must first know that almost EVERY vendor will try to take advantage of you! The best way to purchase things in the markets or stores is to have the FILIPINA get the fixed or best price first!

Of course, she may not know exactly which item you want, so try this great shopping technique:

When you are walking in the market place (such as a Baclaran) YOU walk ahead of your Filipina and her companion (sister, friend, etc.). Tell her to stay in eyesight of you. When you see an item you are interested to purchase, you will either touch it or pick it up and look at it and then continue to walk on. Your lady sees your touching the desired item, then SHE walks up and asks the sales clerk how much the item is. Once she gets the REGULAR price of the item (not the price quoted to foreigners, which can be 300% or more higher), she then calls you back buy yelling, “Honey, come look at this!”. Ha Ha, the clerk is now locked into a fixed price! Watch the looks on the clerks face at knowing they were just beat at their own game!

TRAVEL TIP: MAINTAIN THE ATTITUDE THAT YOU ARE TAKING A VACATION TRIP TO PHILIPPINES!:

Remember that the internet can be an illusionary medium, where you only really see what the other person WANTS you to see.

If you really wish to meet and marry a good Filipina lady, it is much better to take a vacation to the Philippines and hopefully meet someone in person. It is so easy to meet people in the malls, cinemas, markets, beaches, restaurants, discos, or even when you are traveling or walking down the street! Of course it is much easier if you have a companion or guide who knows the language, customs and culture.

Even if you have someone to meet there, if you go to the Philippines with the attitude that it will be a great vacation adventure, then it is much easier to travel to more than one island, city or province and see many more things, meet many more people, and enjoy many more experiences. Many men travel there with the intention of meeting and being with one person whom they have met online, and then when that does not work out, they find they are incompatible, or he learns some negative things about her, then they are not only devastated and depressed, but they have made a long and expensive trip for nothing!

You will find that Filipina and their families are among the most beautiful, intelligent, friendly, gracious, and hospitable people in the world! If you meet someone while there on vacation, you are also in a position to meet their family and neighbors, go to their church, visit the schools they went to and also meet their teachers, and view their own familial and personal habits. Besides, by exploring the Philippines, one gathers knowledge and respect for the culture of the Filipino people. Not only their customs and culture, but also more subtle but very important things, such as the foods, music, folk dances, and more.

The Philippines is one of the most diverse, beautiful and wonderful countries in the world! Every island (over 7,000) is different in its own unique way! With some of the clearest water you will ever find anywhere in the world, swimming, fishing, diving, snorkeling, surfing and boating are fantastic!!

In addition, the lush jungle rain forests contain beautiful foliage and animal life that aren’t found anywhere else on the planet! (My favorites are the Tarsier, Thresher Sharks and rare seahorses.).

TRAVEL TIP: VERIFY FACTS & DANGERS BEFORE PERSONALLY GOING TO PHILIPPINES, ESPECIALLY MINDINAO:

Parts of Mindinao are very dangerous! Throughout Mindinao there are many rebels and criminal activities, including kidnap for ransom gangs.

In Mindinao you will find various Muslim rebel groups such as the MLF (Morrow Liberation Front); MILF, (Morrow Islamic Liberation Front), ABU SAYYAF (which is probably the most dangerous of them all), Jema’ah Islamiyah, and the N.P.A. (New People Army).

We have never heard of any ladies warning Americans NOT to go visit them. Every lady who wants you to visit them will claim it is safe there, and that these groups are no longer a threat. However, “On January 10, 2007, separate bombings in the cities of Kidapawan, Cotabato and General Santos killed seven people and injured 41”.

In fact, in the City of Butuan, the N.P.A. actually raided a police station and stole their guns! NPA is also active throughout the Philippines, especially in Northern Luzon and the Ilocos areas.

Be advised that we do have a couple of contacts who actually live in Mindinao who can check on your lady if that is her island.

Although the travel warnings and updates focus primarily on Southern Philippines, be advised that both these fanatical groups and the crimes against persons caused by rampant drug usage is also throughout the Philippines.

When traveling in foreign countries, especially those with critical and dangerous areas, it is a very good idea to check in at the U.S. Embassy. They will simply as in what area you intend to travel, and copy your passport information.  Should you not return in time or go missing or worse, at least they will have an idea where to start the search.

DID YOU MEET ONLINE?

If you met your Filipina, Pinay friend in an online dating club or any agency which collects a fee for the introductions, be sure that agency is compliant with the new “International Marriage Broker Regulation Act of 2005 - Bill H.R. 3657 ” . If, at the time of completing the immigration petition forms and/or during the interview process, you happen to mention that you met through a so-called “international marriage broker” or online club, and that broker was not compliant, it could possibly result in the denial of your petition.

INS - BCIS IS NOW USCIS!!!

This had brought about many changes, some good, some bad... but for right now, those who are filing Fiancée and Spousa1 petitions have good news! (See the K-1 Visa).

Unlike its predecessor, INS or BCIS, the USCIS may take a bit longer due to the extra security requirements now implemented. Each biographic for and petition is now also approved by the department of Homeland Security first. Although this may seem to be a pain at first, one should look on it as a blessing in disguise. Remember that in many cases, the beneficiary is basically a person whom the petitioner does not really know that well, so the extra security and scrutiny her application must go through now, may possibly save you a headache in the future!

If all documentation and petitions are set up right, average time for approval of the petition is now about 90 TO 180 days or less!! (SMILES ALL AROUND) (Please note that we said IF ALL REQUIRED DOCUMENTATION & PETITION FORMS, Etc. are done RIGHT!)

Also remember that if you file a petition and you do not file the required documents and answer every question properly, that the petition may be denied! However, you will NOT get your money back from the government. That is all considered a processing fee.

This is one time you should seek out assistance if you do not know what you are doing! A few bucks now could save you hundreds or even thousands of dollars later!

THE GREATEST SCAM OF ALL:

IT HAD TO HAPPEN!

They say that imitation is the greatest form of flattery. While that may be true in many instances, we find it repulsive that a former client of ours who knew NOTHING about the Philippines and Petitions, etc., opened a webpage with a name almost identical to ours! It is definitely NOT flattering when an AMATEUR pretends to know what he is doing, at the risk of others having their petitions denied and/or other needs not being met, just so he and his wife may get a couple free trips back to the Philippines!

It is despicable to think that they have even named their website almost identical to this one so that they might trick the search engines and the prospective client base (you) into capitalizing on PHILIPPINE TRAVELERS EIGHTEEN YEARS OF LEGAL AND PRACTICAL EXPERTISE AND SERVICE. AND TRAVELS TO THE PHILIPPINES!!

Although their new webpage has fancy mechanical fades and fans, (something we purposely avoided to expedite loading of our pages), In addition to copying much of our information word for word, as well as many of our links, they also proudly exhibit photos taken by the original PHILIPPINE TRAVELER at beautiful Malapascua Island, http://www.malapascua.de/ ) as well as other places.

In addition, they use their NEW site in an attempt to locate husbands for there own friends and/or family. Without permission, one lady, discovered they had placed her photo (and both first and last name) on their newly born website without her permission, and when she demanded they remove it, they refused. Her photo and name is still there to this day, causing much personal grief for her and her fiancé, (whom she did NOT meet through their website!). Yet they marked her photo as TAKEN, so others would believe they had something to do with it. This poor lady is now worried because her fiancé has threatened to call off their engagement since her first and last name is searchable to a so-called mail-order bride site! What a conflict of interest!

This is not an auction site where one merely gets kicked off for breaking the rules, but deals with people’s lives, happiness and sometimes large sums of money and crucial time periods as well as possible civil and/or criminal penalties.

We also find ourselves in the uncomfortable and strange position of not wanting to give up any personal information of any client, even these offending ones, and yet trying to protect those who really need more assistance than a newly self-appointed AMATEUR can provide. (They seem to forget that we have copies of the petitions we helped them with!) Ha Ha J

Notwithstanding the documentation we maintain in support of our story, simply ask yourself if you would trust your life and happiness to an AMATEUR (1) Who erroneously claims to be an expert; (2) Who copies another’s website as a means of trying to get a free ride, or even a husband for their own family members; or (3) Who did NOT know how to do their own petition and Affidavit of Support just a short while ago.


IN CLOSING, KNOW WHO S GUIDING YOU!!

One way to verify that the person you have chosen to consult with and/or guide you is truly knowledgeable is to ask to check their passport. You should check not only when their passport was issued, but also the number of times they have been to the Philippines themselves.

Another good indicator is whether or not they maintain a high ranked Frequent Flyer Card. (Example: Philippine Airlines has Mabuhay Miles Premium and Premium Elite as well as the Million miler) Philippine Traveler has a Premium Elite Card on this airline alone. Northwest and other airlines also fly to the Philippines regularly. We suggest PAL since not only does Philippine Airlines have the only direct flight from USA to Philippines, but it also lands in the newest airports in Manila, with convenient and time saving transfers to other islands and airports. They also maintain one of the best frequent flyer programs in the world.

In addition, If the persons who wish to accompany you to Philippines try to make their spouse part of their “selling points”, then ask to check out a copy of the marriage certificate (if married in USA) and/or contract (if married in Philippines), You can then make note of the date of the marriage.

Also be very careful of guides and consultants who refer you to meet parties in the Philippines who may actually be members of their own family, or who offer to introduce you to members of their own family.

Finally, DON’T BE AFRAID TO ASK FOR REFERENCES!

WHY SHOULD YOU CHECK HER OUT FIRST?

Well, probably the best analogy would be that when you are buying a used car, it's much cheaper to pay a mechanic $100.00 to check it out before you pay THOUSANDS for a car that could be a lemon!

Well, in this case you need to think of not only the expense but the time and safety involved. First, it will cost you over a thousand bucks just to fly there, secondly there's the hotels, local travel, meals and expenses for you, your lady and maybe some of her family. That's just the IMMEDIATE cost! Then, if you wish to petitioner, you have the expenses of the petition, her medical, her passport and visa. Then, if her petition is approved, you have her airline ticket, another thousand bucks including her hotel stay, meals, etc in Manila preparing for and being close to the airport.  And finally, what if she files a divorce once she is in the USA? Now you have the REAL expenses! Bank accounts, property, etc..!  Not to mention child support! Most men don't know that if they petition a Filipina, Pinay to come to the states and she had any children, that even if they are not yours, you are just as liable for child support till they are 18 or 21 as if they were your own blood!  Now, don't you think it would be prudent to do a little preliminary investigation before you spend the first $1,000.00 or more to fly there?

In addition to the costs mentioned above, be advised that in many cases we find where the lady is communicating with other men at the same time, and often times receiving cash from many of them.
